Act late (after the monsters), move in, hit the enemy. Next round, act early, hit the enemy, move far away to not get hit in return. The top action does everything. I think there's one situation where Kinetic Assault is the better of the two, and that's if you're running a melee build driven by item 80 at low player count; the initiative and versatile top action are just too good for the build.
